



Azerbaijan commits to invest in sustainable mobility (introduce temporary car-free hours, days, or zones, invest in good quality public transport infrastructure, as well as in cleaner fuels and low- and zero emission vehicles), and encourage the wider usage of sustainable tourist transport.

Luxembourg commits to continue to support the "Pacte Climat Etat – Communes" or “State Climate Pact – Communes”. This pact reinforces the exemplary role of Luxembourg’s communes in the country’s climate policy “Global denken – Lokal Handeln” (i.e. Think Global, Act Local). Its goal is to reduce greenhouse gases and energy costs for Luxembourg’s communes as well as to stimulate local and regional investment, economic activity and job growth. 101 of Luxembourg’s 105 communes have joined the pact.
The pact consists of a catalog of 79 measures that guide the communes towards sustainable policy in the areas of climate change, energy and transport. After joining the climate pact, communes receive financial support and can be certified with the “European Energy Award” based on their degree to which they adhere to the measures referenced above.
The commitment falls under focus area 4 of the Batumi Initiative to shift consumer behaviours towards more sustainable consumption patterns.
Implementing partners include Luxembourg’s communes and citizens.
The commitment is relevant to SDG 13.

Poland commits to reducing carbon dioxide emission through co-financing projects that aim to improve the energy-efficiency of street lighting systems under the Green Investment Scheme. The commitment will result in an improvement of quality of life and safety for residences.
The commitment falls under focus area 5 of the Batumi Initiative to develop clean physical capital for sustainable production patterns and is relevant to SDG target 7.3.

The Netherlands commits switching to 100 percent emissions-free busses. This commitment will reduce CO2 emission for the whole society including the mobility and the transport sector. The Association of Provincial Authorities and the metropolitan regions have agreed that their tendering procedure for bus concessions will include the requirement that all buses are zero-emissions vehicles. A further requirement is that by no later than 2025, the energy that powers the buses must be generated completely sustainably by solar panels or wind turbines in the region. In recent years, several regions have conducted trials using hydrogen-powered buses. The commitment will result in the generation of a greener bus market that creates room for technologies that are new, innovative, and less expensive.
The commitment falls under focus areas 4 and 5 of the Batumi Initiative to shift consumer behaviours towards more sustainable consumption patterns; and develop clean physical capital for sustainable production patterns.

Lithuania commits to further support energy efficiency in its housing sector. In 2013, Lithuania revamped its programme of renovation for multi-apartment buildings. The overall aim of the commitment is to increase the energy efficiency in the housing sector by providing long-term loan financing. Eligible expenditures cover the enhancement of the energy performance of buildings, including replacement or installation of the heating and hot water and ventilation and recuperation systems; thermal insulation of façade walls, glazing of balconies and loggias; replacement of doors and windows in all apartments’ insulation of basements; renovation of lifts and other engineering systems of common use. As a result of renovations, the building must reach at least Energy Efficiency Class “C”. The renovation of multi-apartment buildings stimulates the creation of new jobs, contributes to the reduction of CO2 emissions, improves the living standards of apartment owners and reduces energy bills. The commitment aims to improve living conditions, increase energy efficiency, and reduce fossil fuel and CO2 emissions.

Belarus commits to creating green city public transport infrastructure and incentivise the production of low carbon vehicles. This commitment will be to reduce the emission of pollutants and greenhouse gasses. It will reduce pollution in cities; save fuel resource; increase export of fuel (gained through vehicle fleet fuel savings). Belarus also commits to increase the support to domestic auto-making and transport industries.
This commitment falls under focus area 4 and 8 of the Batumi Initiative to shift consumer behaviours towards more sustainable consumption patterns, and improve access to services, healthy living and well-being.
Implementing partners include the Ministry of Transport and Communications of the Republic of Belarus, interested national public governing bodies and the business community.
The commitment is relevant to SDGs 3, 7, 8, 9, 11, 12, 13, 15, and 16.
