Linking Renewable Energy to Rural Development - Troms County, Norway

Troms County is experimenting with different renewable energy technologies instead of picking a single “winner”. There have been several demonstration projects linked to different renewable energy technologies in the county.

The report finds out three main points: i) In Norway, incentives to renewable energy mostly target R&D and demonstration projects; this supports a variety of renewable energy sectors and has avoided a “gold rush” to adopt a single technology. ii) Troms County’s experience lends weight to the idea that, to be successful, renewable energy deployment should provide rural communities with tangible benefits. iii) If renewable energy was used to provide rural communities with cheap and reliable energy this could attract energy-intensive manufacturing to remote areas.
