On 10-14 December 2018, the Green Jobs Programme of the International Labour Organization (ILO) and the ILO International Training Centre (ITC-ILO) are holding a course on "Green building and construction: Pathway towards inclusive growth and the creation of decent and green jobs".

Context 

Faced with the increased demand for affordable quality housing, many countries in Africa, Asia and South America have recognized the potential of green building and construction in terms of social, economic and environmental development. Greening the building and construction industry can lead to the creation of a significant number of green and decent jobs, while contributing to environmental sustainability and improving access to quality housing, especially for lower and middle-income population groups. But how do you start "greening" your building and construction business while remaining competitive and affordable? What "eco-system" is needed to facilitate the transition to a greener built environment? What actors do you involve? What kind of policies need to be developed? What skills set is required? What are the implications for job creation? Drawing on concrete experiences and case studies, this course will contribute to a better understanding of the conditions required for developing green building and construction at country level.

 

Objectives

The overall objective of this course is to provide a conceptual framework for the promotion of more and better jobs for inclusive green growth in the building construction sector.

At the end of the course, participants will be able to:

  • Understand the basics of green building and construction including design, green building materials and technologies, social, environmental and economic dimensions of green building and construction
  • Develop and implement policies and strategies in the area of:
    • technical and vocational training and green skills development
    • green entrepreneurship and private sector development along the value chain of green building and construction
    • occupational safety and health in green building construction
    • just transition: moving from conventional building and construction towards green building and construction
  • Identify key elements in terms of policy and regulatory frameworks such as green building codes, green finance and fiscal measures, certification,… by reviewing existing successful cases in countries at all stages of development
  • Identify and distinguish the different roles and responsibilities of government, the private sector, employers’ and workers’ organizations in working together towards a green building and construction sector that can become an engine for inclusive job rich growth…

 

Content

This inter-regional course will take place at the ILO International Training Centre in Turin, Italy. It will be delivered by experts from the ILO, ITC-ILO and other organisations working closely with the ILO Green Jobs Programme in the area of building and construction. Course contents are organised according to the following flow:

  • Day 1 – Basics of green building and construction: concepts and approaches
  • Day 2 – Policy frameworks merging labour, social and environmental dimension of green building and construction (green financing, housing,…)
  • Day 3 – Green skills and site guided tour in green certified building
  • Day 4 – Private sector development in green building and construction
  • Day 5 – Orienting national strategies towards green building and construction

 

Target Audience

Government representatives in the field of building and construction (policy development and implementation, finance, TEVETA) and sustainable development (finance, training authorities, housing); private-sector business and workers' associations at all stages of the building and construction value chain. A gender-balanced participation is sought.

 

Information and Cost

The total cost of participation is EUR 2215 covering tuition fees (EUR 1600) and subsistence costs (EUR 615). 
  • The tuition fees cover: course preparation, implementation and evaluation; training materials; the use of training facilities and support services.
  • Subsistence costs cover: full board and lodging on the Centre’s Campus, emergency medical insurance and some recreational activities in Turin.
Prices shown do not include the cost of travel between participant’s home and the course venue. 
 
Participants must ensure that they have a valid passport and appropriate visa for Italy, and for any country in which a transit or stopover to or from the course venue is required. Participants requiring VISA support letters are encouraged to submit all required registration documents 5 weeks prior to travelling dates in order to ensure sufficient time to process requests through Italian Embassies.
