Promoting a Just Transition to Low-carbon and Climate-resilient Development

In November 2015, the International Labour Organisation (ILO) adopted a set of guidelines for a just transition to environmentally sustainable economies and societies for all. These guidelines offer a framework for ensuring that national and global efforts to tackle climate change and other environmental challenges further employment creation goals, social justice and fair transitions for workers, enterprises and communities in an equitable manner. A 5-day in-person training course provides a review of concepts, global practices and country experiences with the objective of understanding the main policy areas of the just-transition framework and giving them practical effect at country, sector and local level. The course is organised in collaboration with the Secretariat of the UNFCCC. It will be delivered at the International Training Centre of the ILO (ITCILO) in Turin, Italy. 

 

Objectives

The overall objective of this course is to strengthen institutional and individual capacities that can support a just transition to environmentally sustainable economies and societies. Through the review of concepts, global practices, country experiences, case studies and on-going projects, participants will gain access to knowledge and tools enabling them to:

  • Gain an overall understanding of the sustainable development framework and the link between environmental challenges (climate change, in particular and other planetary boundaries depending on specific countries involved in the course) and the world of work;
  • Acquire knowledge of concepts and defi nitions of green and on and climate-resilient development decent jobs and understand strategies for their promotion across different economic sectors;
  • Distil lessons and good practices, with the objective of understanding the main policy areas of the just transition framework and its implications for the world of work;
  • Explore tools and recommend ways to give practical effect to the Guidelines at country level in order to promote coherent policies for a transition to low-carbon and climate-resilient development with employment and social inclusion.

 

Target audience

The course is aimed at a mixed audience of professionals interested in the employment-related and social dimension of sustainable development, including but not limited to: representatives from ministries of labour/employment and social partners, as well as government officials from other ministries (e.g. environment, planning, finance); national and international development agencies; climate change commissions, institutions, coalitions; environmental agencies; civil society organizations and academia. A gender-balanced participation is sought.

 

Costs, application and contacts

The participation fee is € 2,215. This includes:

  • Tuition costs ( € 1,600) covering programme development and management, tutored distance learning phases, secretarial and administrative support, the use of classrooms and teaching equipment, office supplies, training materials and tutors' support, emergency medical insurance and socio-cultural activities;
  • Subsistence costs (€ 615) covering full board and lodging at the Turin Centre’s campus from 19 – 23 March 2018 .

Please note that the prices shown do not include the cost of travel between participant’s home and the course venue.
