
From 30 November to 12 December 2023, the United Nations Framework Convention on Climate Change (UNFCCC) is hosting the UN Climate Change Conference (COP28). Pre-meeting sessions will take place on 24-29 November.
COP28 marks the year of the first Global Stocktake (GST) through which policymakers, industry, financial institutions, civil society and other stakeholders will reflect on the progress achieved in implementing climate pledges since the adoption of the Paris Agreement in 2015. Other issues on the agenda include the highly anticipated Global Goal on Adaptation, as well as how negotiators address the need to phase out fossil fuels, among other issues in the COP28 outcome documents.
The COP28 thematic programme is designed to unite a diverse range of stakeholders. All levels of governments, youth, business and investors, civil society, frontline communities, indigenous peoples and others will focus on a number of issues to address climate change, including solutions that can be scaled up this decade to limit warming to 1.5ºC, build resilience and mobilize finance at scale. It also includes some other key topics:
- Fast-tracking the energy transition and slashing emissions before 2030
- Transforming climate finance, by delivering on old promises and setting the framework for a new deal on finance
- Putting nature, people, lives, and livelihoods at the heart of climate action
Spotlight
On 23 November – 12 December 2023, the OECD will organize several virtual events, covering a broad range of topics and bringing together prominent experts, policymakers and representatives from civil society. The COP28 Virtual Pavilion will present key OECD contributions with insights to drive ambitious and globally effective action on climate change.
Side events
On 3 December 2023 (13:00-13:50 CEST), RMI is organizing a side event on Responding to the Global Stocktake: Mobilizing finance at speed and scale. As climate finance is top priority, this event aims to push discussion to explore innovative financial mechanisms and approaches that are relevant, specific, and timely for the Pacific.
On 3 December 2023 (20:30-22:00 CEST), the Partnership for Action on Green Economy (PAGE) is organizing a high-level side event, Circularity as a Game Changer for Climate Action: Upscaling applied research and economic solutions. This session will examine key challenges and opportunities and reflect on real examples of success and best practices from the research-policy space and the real economy. The event will be live streamed.
On 4 December 2023 (10:30-11:30 CEST), RMI is hosting an event on Accelerating the Energy Transition in the Critical Decade: Raising ambition and implementing at scale. This event serves as a platform to discuss how to meet t the 1.5°C goal of the Paris Agreement in line with the revised nationally determined contributions (NDCs) and how its implementation can start expeditiously after COP28.
On 4 December 2023 (11:30-12:30 CEST), the COP28 Presidency, African Development Bank, Inter American Development Bank, Government of Japan and Government of France are co-hosting a roundtable on Leveraging Special Drawing Rights (SDRs) for Climate and Development.
On 5 December 2023 (12:00-13:30 CEST), the Investor Agenda is hosting a side event Accelerating and Scaling Up Investor Climate Action to Achieve the Paris Agreement's Goals. To achieve the goals, investors are setting net-zero targets, laying out Investor Climate Action Plans (ICAPs), and engaging with companies and governments. The event will focus on policies and frameworks needed for investors to drive a just transition to a net-zero economy.
On 6 December 2023 (12:30-14:15 CEST), UNEP will organize a side event on Buildings and Construction for Sustainable Cities: New key partnerships for decarbonization, adaptation and resilience. During the sessions, government ministers and key business and industry leaders will reflect on how their new partnerships represent a turning point in the mobilization of international cooperation to unlock action across the buildings and construction for cities.
