The ‘attitude–behaviour gap’ or ‘values–action gap’ is where 30% of consumers report that they are very concerned about environmental issues but they are struggling to translate this into purchases. For example, the market share for ethical foods remains at 5 per cent of sales. This paper investigates the purchasing process for green consumers in relation to consumer technology products in the UK. Data were collected from 81 self-declared green consumers through in depth interviews on recent purchases of technology products. A green consumer purchasing model and success criteria for closing the gap between green consumers' values and their behaviour are developed. The paper concludes that incentives and single issue labels (like the current energy rating label) would help consumers concentrate their limited efforts. More fundamentally, ‘being green’ needs time and space in people's lives that is not available in increasingly busy lifestyles. Implications for policy and business are proposed.

Eco-innovation will be a key driver of industry efforts to tackle climate change and realise "green growth" in the post-Kyoto era. Eco-innovation calls for faster introduction of breakthrough technologies and for more systemic application of available solutions, including non-technological ones. It also offers opportunities to involve new players, develop new industries and increase competitiveness. Structural change in economies will be imperative in coming decades.

This report provides the first-ever public expenditure review (PER) for environment and natural resources in Rwanda. It was written under the theme: “Putting environment on budget.” The objective was to evaluate the appropriateness in the use of funds in the environment sector.

For an economy to “grow green”, investments must be made in natural capital. Natural capital provides both “direct” ecosystem services such as the provision of food and raw materials, and “indirect” ecosystem services such as carbon sequestration, watershed protection, aquifer recharge and biodiversity habitat provision. Ecosystem services support human economies and societies. They are usually irreplaceable, or can only be substituted for at great cost. The savings achieved by protecting natural capital can provide convincing economic, in addition to the well-known environmental arguments, for sound environmental management. Incentives for sustainable management of ecosystems through payments for ecosystem services (PES) can boost action on sound ecosystem management.
