The European Commission and the International Labour Organization have combined efforts in reaction to the deep crisis that hit the global economy in 2008. The aim of this joint project is to examine policies that will lead not only to a quicker recovery but also to a more sustainable, environmentally friendly and equitable global economy. 'Towards a Greener Economy: The Social Dimensions' aims to promote a clearer understanding of the nature of the green economy and its implications for labour markets, especially the reallocation of jobs from high- to low-polluting sectors.

A number of studies for industrialised countries assess how a transition to a sustainable, low-carbon economy might affect employment. These typically find overall job gains compared to “business-as-usual” scenarios. The more detailed of these studies address not just changes in the total number of jobs, but also underlying job movements as well as the quality of jobs. Such knowledge is vital to informing policies that enable a just transition to a green economy, yet there are few comparable studies for developing countries. A key bottleneck is the scarcity of information, particularly employment and production data on green jobs as well as on linkages with the rest of the economy. As part of the ILO’s Global Green Jobs Programme, this guide provides practical solutions tailored to the considerations of developing countries that can help fill these information gaps. The guide adopts a menu approach, providing policy-makers with a range of options that take into account time and resource constraints as well as policy priorities.

The need for environmentally sustainable modes of production and a more efficient use of resources i.e. Green Industry, is becoming increasingly evident. This is especially so in the developing world, which has the unique opportunity of avoiding the environmental pitfalls that the developed world has fallen into in the course of its industrial development; it can use past experience to build a Green Industrial infrastructure at the very outset. This paper provides an insight into how an increased focus on Green Industry for sustainable industrial development in developing and transition countries can contribute to the attainment of global Sustainable Development (SD) objectives. The paper seeks to elaborate on the need for and value of approaches that target industry specifically, and to promote a more equitable access to the knowledge, technologies and production processes that are needed in developing and transition countries, in order to achieve SD there and elsewhere.

This volume examines the experiences of 21 developed and developing countries in adjusting their training provision to meet the new demands of a greener economy. Analysts started by identifying the drivers of transformation to a greener economy – changes in the physical environment itself and changes induced by government regulations, more efficient technologies and changes in consumer demand. Then they assessed the effect of these changes on employment, identifying areas of job growth and of job loss

Only then could researchers start to understand how skill requirements are changing and are expected to change in the future, and to examine how well national training systems are anticipating and responding to these new needs. Their analysis shows that skills development is critical to unlocking the employment potential of green growth, yet skills shortages are becoming an obstacle in realising this potential. The report recommends that countries devise strategies based on well-informed policy decisions, social dialogue, and coordination among ministries and between employers and training providers.

The New Growth Strategy aims to create demand and jobs through regulatory reform and fiscal measures. The Strategy focuses on key challenges, notably climate change and population ageing, which can be turned into sources of growth. Given Japan’s precarious fiscal position, it is essential to co-ordinate spending related to the Strategy with the medium-term fiscal plan, in part by increasing the emphasis on regulatory reform. Such measures should cover the entire economy, rather than being limited to the seven areas identified in the Strategy. Among those areas, effectively promoting green innovation will require market-based instruments to place a price on carbon, preferably through a mandatory and comprehensive emissions trading system, to promote private investment, accompanied by a range of other policies. Achieving deeper economic integration with Asia depends on reducing support for agriculture to facilitate more bilateral and regional trade agreements, while bringing down barriers to foreign direct investment and foreign workers. Policies to expand venture capital would help launch innovative firms.
