Sustainable public procurement is the process whereby public sector organizations meet their needs for goods, services, works and utilities in a way that achieves value for money on a whole life basis while minimizing and/or avoiding environmental damage.
This set of guidelines includes a step-by-step approach on how to apply sustainability and current best technical criteria for air conditioners and introduces recommendations for procurement practitioners. The guidelines are a key strategic instrument aimed at public procurers and technical personnel, as well as decision-makers in sustainable public procurement policy development and implementation.
A supporting spreadsheet tool is also available to assist procurers in comparing the economic cost and environmental impact of different bids during the life span of appliances.
