This document provides guidance on Best Available Techniques (BAT) and Best Environmental Practices (BEP) for managing articles, stockpiles and waste containing short-chain chlorinated paraffins (SCCPs), which are widely used in metalworking, leather processing, plastics, rubber and other applications.
The guidance responds to the need for clearer direction following the expiry of specific exemptions in December 2023. It outlines general BAT and BEP principles and addresses key applications where SCCPs have been used, including metalworking, polymer and plastic applications, waterproofing and fire-retardant paints, and leather processing.
The document also covers life-cycle management of SCCP-containing articles and waste, including recycling of plastics, rubber, mechanical parts and electronic products, as well as options for energy and material recovery.
