Guidance for Developing a National Implementation Plan for the Stockholm Convention on Persistent Organic Pollutants

National Implementation Plans (NIPs) are dynamic documents that should be developed, reviewed and updated to reflect the whole picture of the use of persistent organic pollutants (POPs), address the specific needs of each country, and further be submitted to the Conference of Parties of the Stockholm Convention on a regular basis.

This document offers guidance to countries in the process of developing a NIP. It has been compiled taking account the following issues, which are considered important to the successful development, review and updating of a NIP:

  • A NIP should be tailored to meet the needs of the party developing it and meet the obligations of the Stockholm Convention
  • The development, review and updating of a NIP should build on existing work and assessments where they are available
  • NIPs should take due account of the aims of sustainable development
  • Countries are encouraged to consider the requirements of, and possible synergies with the Rotterdam and Basel conventions when developing, reviewing, or updating their NIP
  • NIPs shall be seen as a dynamic document that will enable parties to the Stockholm Convention to respond to the listing of new chemicals for which a party would assume obligations.

This guidance should be used in conjunction with the Stockholm Convention and its annexes and does not substitute for a legal interpretation of the text or a point-by-point analysis of the measures required in a particular country.

This document is useful for:

  • Official Contact Points and National Focal Points of Parties to the Stockholm Convention
  • Members of national steering committees or coordinating bodies for developing and updating NIPs (coordination units) and their different task teams
  • Stakeholders from government, the private sector, civil society and the general public that participate in any of the phases of NIPs preparation, review and updating.

As part of the GEF-funded and UNEP-led “Global Development, Review and Update of NIPs under the Stockholm Convention on POPs” project, the Green Growth Knowledge Partnership (GGKP) is executing Component 4, focused on disseminating information, managing knowledge and coordinating with the Stockholm Convention Secretariat to provide accessible, integrated tools and resources for all Parties.
