Guidance on Socio-Economic Assessment for National Implementation Plan Development and Implementation under the Stockholm Convention

This document provides guidance on national implementation plan (NIP) development and socio-economic assessment under the Stockholm Convention, taking into consideration particular circumstances of developing countries and countries with economies in transition. The target audience are those involved in the process for NIP review and update, in particular the task teams and coordinators responsible for socio-economic assessment (SEA).

The guide:

  • Sets out the conceptual framework of the importance of social and economic indicators in the context of the NIP.
  • Describes the various methods and tools, with reference to the kinds of data that provide insight, both for baseline and impact evaluation analyses to carry out a SEA.
  • Systematically positions the SEA within the process of decision-making at any stage of the development of the NIP and within the planning cycles to take action on persistent organic pollutants (POPs).

As part of the GEF-funded and UNEP-led “Global Development, Review and Update of NIPs under the Stockholm Convention on POPs” project, the Green Growth Knowledge Partnership (GGKP) is executing Component 4, focused on disseminating information, managing knowledge and coordinating with the Stockholm Convention Secretariat to provide accessible, integrated tools and resources for all Parties.
