According to the Sustainable Public Procurement (SPP) Status Assessment report, public spending in Vietnam represents between 20 to 30 percent of the total financial budget. Given the sizable public procurement budget, the kinds of goods, works, and services the Government of Vietnam purchases can have considerable influence in shaping the social, economic, and environmental landscape.
To ensure SPP for key purchases, that guide recommends that environmental, social, and economic criteria should be applied, in this case, to select sustainable CFL products. For instance, as fluorescent lamps are currently quite commonly utilized in office building of various governmental agencies, it recommends the procurer should consider buying the sustainable CFL with no or an acceptable amount of toxic matter, and consider shifting to buying LED light bulbs for replacement.
