Advanced Recovery Fee & Deposit Systems (ARFDs) are legislative instruments designed to create a way to sustainably finance waste management and recycling. The system charges a small fee to the import or manufacture of a product -- such as containers, packaging, electronics, vehicles, etc. -- and typically passed on as a small addition to the sale price.
This fee, or part thereof, is refunded to the consumer when returned for recycling. The retained portion of the deposit, and any unredeemed deposits, are used to fund the recovery, recycling and off-shore shipping of the product.
