Purpose
This position is located in UNEP’s Economy Division, Resources and Markets Branch where the Secretariat of the 10-Year Framework of Programmes (10YFP) on Sustainable Consumption and Production Patterns is.
The function of the 10YFP is to: promote the added value of sustainable consumption and production with regards to socio-economic development and environmental sustainability, including through resource efficiency and circularity; support the integration of sustainable consumption and production in decision-making at all levels; and make use of the science and policy knowledge base to promote a competitive, inclusive economy delivering full and productive employment and decent work for all and fostering efficient social protection systems. It further strives to foster increased cooperation and networking, engaging all stakeholders including the private sector and high-impact economic sectors; provide a platform for knowledge, experience sharing and awareness raising; and facilitate access to technical assistance, training, financing, technology and capacity-building, in particular for developing countries.
The JPO will be located in the 10YFP Secretariat in Paris, France, and will support the important transitions of the 10YFP to its second phase, and especially by increasing the effectiveness of national and regional level engagement and implementation on SCP.
Responsibilities
The JPO, in consultation with relevant reporting officers, will be responsible for coordinating the Sustainable Public Procurement programme. This includes:
1. Building an effective Sustainable Public Procurement programme
- Steer and coordinate the collaboration between a wide range of stakeholders across regions; ensuring that partners of the programme are consulted, informed, and engaged in its decisions and activities.
- Convene and organize meetings to determine the vision, strategic direction, and prioritization of the programme.
- Negotiate and carry through strategic partnerships to implement and leverage shared commitments.
2. Leading the promotion and implementation of sustainable public procurement as an enabler of sustainable consumption and production
- Monitor existing data, efforts, gaps and opportunities for a strengthened delivery of sustainable public procurement across countries.
- Work with partners and stakeholders, providing technical and administrative support to the development, implementation, and monitoring of key products and activities of the programme.
- Organize outreach activities to communicate and build capacities around the programme’s findings and ongoing activities.
3. Strengthening the coordination across One Planet network programmes and other initiatives
- Ensure coordination with One Planet Programmes and UNEP teams, organizing and attending coordination meetings on intersectional workstreams and on the strategic direction of the One Planet Network.
- Identify and develop synergies with other initiatives taking place at municipal, national, regional, and international levels, including with the wider UN system.
- Develop and review joint products and written outputs related to procurement and other key aspects of sustainable consumption and production.
Qualification
- Advanced university degree (Masters or equivalent) in a field related to the environmental programme area in which the post is assigned (environmental management, natural resources management, data and statistics, environmental economics, life-cycle assessment, industrial ecology etc.), or equivalent experience.
- A first-level university degree (Bachelor’s degree or equivalent) in combination with qualifying experience (at least 3 years of relevant working experience) may be accepted in lieu of an advanced university degree
