The report Capacity Building for Environmental Management in Antigua and Barbuda: Strategy and action plan 2007-2012 summarizes the status of the implementation of the Rio Conventions, development strategy to integrate environmental management into national planning and budgeting processes, and the capacity building strategy to manage the environment and to meet the international obligations.
The report explains how the vulnerability of Antigua and Barbuda to climate change coupled with the high costs of environmental management makes the development approach to capacity building an important and crucial step. It claims that the country has made an earnest effort to meet its commitment to the Multilateral Environmental Agreements (MEAs) however, the lack of availability of enough resources can hinder the progress in the long run. The areas of weakness include the preparation of reports, national environmental monitoring and effective participation in the international process. The report also includes the National Capacity Self-assessment (NCSA) development strategy where the need for the development of a synergistic method for the implementation of the Rio convention was identified. The main objective of the action plan is to facilitate and support the development and strengthening of capacities for the effective implementation of the National Environmental Strategy and Relevant Environmental Legislation related to the Rio Convention. However, the lack of data for research, monitoring, and reporting limits the country's ability to implement the conventions at a national level.
