China's National Climate Change Programme outlines the objectives, basic principles, key areas of actions as well as policies and measures to address climate change for the period up to 2010.
In the context of global warming, the climate in China has experienced noticeable changes over the past 100 years. The annual average air temperature has increased by 0.5-0.8°C, the precipitation has decreased gradually, the glaciers have retreated and the trend is accelerating, the frequency and intensity of extreme climate/weather events throughout China have experienced changes and the sea level rise along China's coasts is slightly higher than the global average.
Therefore, in order to address these issues, the National Coordination Committee was established, and a series of policies and measures have been taken in the overall context of national sustainable development strategy. Effort's such as restructuring the economy, optimizing the energy mix by developing low-carbon and renewable energy, launching afforestation campaign, promoting technology advancement and improving energy efficiency have been made to mitigate climate change and make positive contributions to the climate change adaptation. This paper also explains China's position on key climate change issues and mentions the need for international cooperation.
