Implementation Plan for the Nationally Determined Contributions of Lao PDR

In March 2021, the Government of Lao PDR submitted its enhanced NDC to the UNFCCC, outlining three national greenhouse gas (GHG) emissions scenarios: a baseline, an unconditional mitigation scenario to 2030, and a more ambitious conditional scenario dependent on increased international support. The conditional pathway aligns with the country’s goal of achieving net-zero emissions by 2050.

The NDC Implementation Plan was led by the Department of Climate Change (DCC) within the Ministry of Natural Resources and Environment, with support from line ministries, GGGI, and development partners. It provides a five-year roadmap for implementing, monitoring, and reporting on NDC targets.

A comprehensive stock-taking process was conducted with key stakeholders to assess progress and identify gaps. Based on these consultations, the plan outlines priority actions for key sectors to help achieve Lao PDR’s climate commitments.
