The Global Environment Centre Foundation (GEC) is seeking a qualified Consultant to support the project “Behavioural insights for better waste management.” This initiative, supported by the Lloyd’s Register Foundation in collaboration with the United Nations Environment Programme International Environmental Technology Centre (UNEP-IETC), explores the relationship between social behaviour and waste management practices to identify key factors influencing recyclability and waste disposal habits.
Role Overview
The selected consultant will support information sharing, outreach and resource mobilization for the aforementioned project. This includes activities related to communication, networking, digital content management and overall project visibility, as well as support to project events (including online Launching Event) and resource mobilization (concepts for further funding opportunities).

Key Details
Duration: Mid-October 2026 to 31 January 2027 (approx. 3.5 months)
Level of Effort: Part-time 70% (equivalent to 3 working months)
Location: Preference will be given to candidates available for on-site work.
Core working hours must follow Japan Standard Time (JST).
Primary Responsibilities
Knowledge-sharing and Outreach
Lead the development and dissemination of accessible, audience-specific communication materials based on project findings and activities. Manage the project webpage and digital content, coordinate dissemination through partner networks and communication channels, engage with partner communications focal points, monitor outreach performance, and ensure compliance with relevant branding, editorial, and accessibility standards.
Launching Event
Support the planning and delivery of the online project Launching Event, including stakeholder and speaker coordination, participant communications, technical and moderation support, and audience engagement. Prepare post-event communication materials and compile attendance, feedback, and outreach metrics for project reporting.
Developing Project Concepts
Develop at least three new project concepts drawing on the knowledge and experience generated through the project. Facilitate a partner review process to identify priority proposals and potential donors or investors, and prepare tailored concept notes aligned with the requirements and priorities of targeted funding partners.
Expected outputs
Communication and Outreach Strategy:
Draft report outlining the consultancy workplan and project-wide communication, outreach, and knowledge-sharing strategy, including materials for the online Launching Event.
Project Concept Proposals:
Draft report presenting at least three project concepts for resource mobilization, together with a proposed review process, including format, participants, and timeline.
Final Concept Note(s):
Finalized concept note(s) for selected proposals, reflecting the outcomes and recommendations of the partner review process.
Final Report:
Comprehensive report documenting consultancy activities, achievements, outreach and dissemination results, digital and social media performance, partner engagement, and key metrics, including a consolidated Launching Event report and after-action summary.
Required Qualifications
Education: Advanced degree (or equivalent professional experience) in journalism, communication, international relations, social or environmental sciences, or another related field
Experience: Experience supporting international project coordination, reporting and/or event organization, ideally related to environment or waste management sector, and in developing knowledge/communication materials and supporting workshops or outreach events.
Skills: Fluency in written and spoken English is required; proficiency in or knowledge of other UN languages (Arabic, Chinese, French, Russian, Spanish), or Japanese or Portuguese
Ability: to work independently and coordinate across multiple partners.
Consultant fee
The consultant fee will be approx. USD 10,000.
