The journal Applied Energy has announced a call for papers for a Special Issue on ‘Toward a green energy economy: Choosing and assessing policy options targeting low-carbon energy systems.’
The objective of the special issue is to provide a multi-disciplinary, comprehensive, and insightful analysis of policy instruments supporting the green economy transition by means of targeting low-carbon energy systems. It will serve as a platform to share cutting-edge knowledge about the role, reach and performance of policy instruments (e.g. market-based incentives, regulatory approaches, information schemes) for effectively driving a green energy economy transformation. Guest editors welcome theoretical papers, methodological studies and empirical research (or combination thereof).
Topics
Researchers from all disciplines are invited to submit papers investigating the following topics, including, but not limited to:
- Theory and emerging practice of green energy economy policy evaluation; including the suitability and inclusivity of methodologies, tools and metrics
- The economic efficiency of instruments encouraging a green energy economy transition including green fiscal measures, as well as those targeting R&D
- Transaction costs associated with the implementation of policy instruments and the deployment of low-carbon technologies
- Administrative burden and institutional capacity requirements of policies
- Environmental effectiveness of policies; including net-carbon emission effects
- Effects on job creation, poverty reduction and economic inequalities through clean energy technology policies
- Impacts of policies on invention, innovation and diffusion in the low-carbon energy technology sector; including learning environments and knowledge spill-overs
- Trade-offs (e.g. political acceptance vs. environmental effectiveness; economic efficiency vs. distributional equity) and ambition levels of policies (e.g. target, coverage)
- Empirical macro-economic studies about the performance (short- and long-term) of policy portfolios
- Interactions, synergies and overlaps between fiscal policies, energy market reforms and climate policy
- Financing conditions affecting the performance of policies and/or technology deployment; including the role and response of the financing system
- Behavioural-based policies targeting low-carbon energy technologies
- Role of low fossil fuel prices as an opportunity to strengthen fiscal measures and steer aggressive system transformation
- Impacts of phasing-in and phasing-out subsidies, tax credits and loan guarantees
Guidelines
This Special Issue solicits original work that must not be under consideration for publication in any other journal. All submitted contributions must be written in English. Authors must follow the “Guide to Authors” instructions. All manuscripts and any supplementary material should be submitted through the Elsevier Editorial System. The author(s) must select as “SI: Toward a Green Energy Economy”.
- All papers will be peer-reviewed by at least two (and up to four) independent reviewers.
- Submissions should be between 6,000 and 8,000 words for research papers (or must not exceed 25 pages, one-column, 11pt fonts; including figures, tables, references and appendix).
- Critical viewpoints (1,000-2,000 words) and short communications (2,000-4,000 words) are also encouraged.
- Before full paper submission, authors are encouraged to send an extended abstract (500-600 words) via email to the guest editors (luis.mundaca [at] iiiee.lu.se (luis[dot]mundaca[at]iiiee[dot]lu[dot]se)) for confirmation on the suitability to the Special Issue.
