The Global Subsidies Initiative (GSI) of the International Institute for Sustainable Development (IISD) has published a guidebook on how governments can develop a fossil fuel subsidies reform strategy, in a way that will fit their individual objectives and circumstances. The guidebook is aimed at policy-makers in Southeast Asia, but with guidance that can be applied globally. Drawing together lessons from countries around the world, the publication provides guidance on the pace of reform and identifies good practices across three core elements: how to change pricing systems for fossil fuels, estimating the effects of reform and mitigating unwanted impacts and building support.
