A new report from the Stockholm Environment Institute (SEI) explores whether trade could play a role in reducing GHG emissions, by shifting production to places with lower GHG intensity of production. The report finds that the average GHG intensity of producing traded goods varies by a factor of two to five, across countries, suggesting potential for reducing GHG emissions by shifting production locations. The report also assesses the potential benefits of shifting production and key policy considerations. The location steel production is used as a case study.
