UNDP strengthens national capacity to manage the environment in a sustainable manner to advance poverty reduction.
Through its Strategic Plan 2014-2017, UNDP prioritizes partnerships for Sustainable Development Pathways and Inclusive and Effective Democratic Governance Systems that can tackle the connected issues of poverty, inequality and exclusion while avoiding the irreversible depletion of social and natural capital. UNDP works with governments, civil society, the private sector and partners at all levels to strengthen integrated development planning through inclusive green economy and green growth (IGE) policies that strengthen livelihoods while tackling unsustainable patterns of production and consumption.
This work is ultimately about influencing how public and private policy and investments can be used to eradicate poverty and advance environmentally sustainable growth through integrated ‘whole-of-government’ approaches. This means helping countries better prioritize and incentivize SD investments, while addressing trade-offs within and across sectors and groups, including for the multi-dimensionally poor, women, youth and marginalized. UNDP’s programmatic approach helps adapts and integrate IGE approaches into the design, financing, implementation, and monitoring of national and sub-national policies and sector strategies. It brings a focus on poverty eradication and deeper transitions to less polluting, resource-efficient, climate resilient growth that reduces inequalities and brings multiple social, economic, and environmental benefits for women and men over the medium and longer-term.
UNDP is bringing its full resources to advance this work around transformational country-led transitions that draw on: multi-sector expertise; institutional capacity development and governance; strengthened South-South knowledge sharing; and more effective partnerships. This work includes the following iterative phases of support:
- Advocacy, awareness-raising, stakeholder consultations, and stock-taking to inform long-term national visioning in line with national priorities and programming;
- Capacity assessments and related tools and diagnostics to identify medium-term IGE goals, incentives and strategy entry points in existing strategies, plans and policies
- IGE governance reforms, capacity development approaches and integrated plannng tools that are implemented and institutionalized across national policy cycle; and
- Strengthening of Green Public Private Sector partnerships.
UNDP’s IGE work leverages multilateral finance via the Multilateral Fund and Global Environment Facility, and builds on collaboration with sister agencies and partners through UN Country Teams and such programmes as the MDG Acceleration Framework, UNDP-UNEP Poverty-Environment Initiative, UNDP-DESA-UNEP Green Economy Joint Programme, UN-REDD, and Sustainable Energy for All.
