
Dominic is a public policy analyst and environmental scientist with specialization in land use planning, water resource management, and climate adaptation. Before joining UNEP, he managed a national coastal wetlands conservation program for the United States Environmental Protection Agency, where he mobilized government and NGO stakeholders to reduce and reverse coastal wetland loss through policy and management recommendations. Prior to his time with EPA, he implemented national water policies in California with the United States Army Corps of Engineers—focusing on watershed restoration, floodplain management, and aquatic impact mitigation. Dominic has engaged with the international community for over ten years, leading NGO delegations to the UNFCCC's Conference of the Parties and the Commission on Sustainable Development in New York. He has earned a Master of Public Policy from Duke University, and also holds a B.S. in Environmental Policy Analysis and Planning from the University of California, Davis.
