
Jacqueline Cottrell is a freelance associate at Green Budge Germany (GBE), former Vice President of Green Budget Europe, and an environmental fiscal policy consultant. She collaborates with a wide range of international organizations, including GIZ, AFD, United Nations institutions including UNEP, UNESCAP, UNOSD and UNITAR, the AFD, IEA-RETD, IISD, VIDC and the German Development Institute (DIE). Jacqueline specializes in environmental fiscal policy, green budgeting, and inclusive green economy policies and delivers advisory, capacity development and research, mainly in low- and middle-income countries.
Jacqueline has published widely in the field of environmental economic policy, including studies for UNEP, UNOSD, UNESCAP, VIDC, IEA-RETD, GIZ and DIE. Jacqueline studied at the Universities of Edinburgh and Vienna and King’s College London, University of London. She has an M.A. in International Peace and Security.
