A mathematician from the University of Maryland, with postgraduate studies in Economics at the Colegio de México and the University of Grenoble.
In the public sector of Mexico has served as Deputy Manager of Economic Studies in the area of investment projects of the company Pemex-Refinación; Director of National Links for Technical and Scientific Cooperation of the Ministry of Foreign Affairs; Coordinator of Strategic Planning in the National Commission for the Energy Saving (CONAE) of the Energy Secretariat and, later, as consultant of said Commission.
He collaborated as founder and Coordinator of the Energy Program of the Economic Research Institute of the UNAM and also at the Autonomous University of Mexico City (UACM). Has developed for the Ministry of the Environment of Mexico (SEMARNAT) projects as Special Climate Change Program and for the Government of Mexico City: the Climate Action Program; Sustainable Building and Energy Balance of the Transportation Sector of the Federal District.
As a consultant, he has participated in various projects with international institutions such as the CEC; In the project Life Cycle of energy consuming teams in the public sector collaborated with the Lawrence Berkeley laboratories and in the National Commission for the Energy Saving (CONAE) elaborated several studies related to the integration of State Programs of Energy Saving .
