H.E. Rindra Hasimbelo Rabarinirinarison is an expert in public procurement and international relations. Her areas of expertise include public management, public finance, the judiciary and international negotiations.
Prior to her appointment to the government as Minister of Economy and Finance, Mrs. Rabarinirinarison was in charge of the follow-up of the General State Policy, in terms of economic, fiscal, budgetary and financial management. She was in charge of coordinating the partnership framework with technical and financial partners as well as conducting international negotiations in her capacity as Secretary General of the Ministry.
An Alternate Governor of the World Bank since February 2020, she has served on the Board of Directors of the World Bank and has evaluated and validated reports related to Madagascar. Working for the National Public Procurement Commission for almost ten years, she has ensured, as National President of the Commission since 2016, the coordination and administration of the Commission; she has led the work of the Commission and the supervision of the control of public procurement on domestic and international funding in Madagascar.
A lawyer-politician by training, she also holds a degree in Public Management from Georgia State University in Atlanta, USA, and in International Public Procurement from the International Law Institute in Washington DC. In 2005, she obtained the Diploma of End of Study and Aptitude for the functions of Magistrate, awarded by the National School of Magistrates and Clerks. She graduated as valedictorian with a DEA in Public Law and Political Science, option International Relations, awarded jointly by the Catholic University of Madagascar and the University of Reunion. She also obtained, again as valedictorian, a Master's degree in Political Science and a Diploma of University Studies in Social Sciences, awarded by the Catholic Institute of Madagascar.
