Mr. Ronald Kaggwa holds an MA in Economic Policy and Planning from Makerere University and has had several professional post graduate training courses. Ronald has over 25 years of professional and working experience and since 2015 he has been working at NPA as Head of Production, Trade and Tourism Planning. In this role he has coordinated the development of the Uganda Green Growth Development Strategy and its on-going implementation, sector strategic plans and was a member of the national team on the pilot Water Accounts, the Uganda-World Bank WAVES Partnership which developed Forest Accounts and many technical studies to inform the third National Development Plan (NDP III), the Uganda UNEP-WCMC Biodiversity Accounting Programme which developed; Tourism Accounts, Fisheries Accounts and Land Accounts. Prior to that, Ronald worked for 13 years at the National Environment Management Authority (NEMA) as the Principal Environment Economist and Ag. Director Policy, Planning and Information. In this role, he coordinated the integration of environmental sustainability into national and sectoral policies, plans, programmes and budgets. While at NEMA Ronald was central in various NCA initiatives including its integration in NDP II.
Mr. Kaggwa is a key player in national, sub-regional, regional and global initiatives on sustainable development. He participated in the formulation and implementation of the Uganda Vision 2040, the National Development Plan (NDP I, II and III), and various Sectoral policies and Strategic plans. He participated in the UNCSD (Rio+20) negotiations and the Open Working Group discussions on SDGs and supported their integration into Uganda’s development frameworks. He has attended various COPs on Biodiversity and Climate Change, and international meetings on Green Economy and Natural Capital Accounting. Ronald has established strong professional networks, partnerships and collaboration at local, national, regional and international levels that have been very useful in his work.
