Tapera J. Muzira has been leading, executing, motivating and inspiring others in the implementation of International Labour Organization (ILO) Decent Work Country Programmes as a Chief Technical Advisor for over 18 years.
In 1999, he joined the then-called ILO Southern African Multi-disciplinary Team (SAMAT) Office in Harare, Zimbabwe to serve as the Zimbabwe Liaison Officer of the Dutch-funded Farm Implements and Tools (FIT) Programme, which covered 9 countries in Africa and Asia. He has since been part of the design and implementation of various high-profile ILO Development Cooperation projects and programmes, including for the US$16.8 million ILO/Danish Africa Commission Skills for Youth Employment and Rural Development in West Africa (Benin, Burkina Faso) and Southern Africa (Zimbabwe) and the US$13.4 million Zambia Green Jobs Programme, an ILO-led UN Joint Programme on inclusive green growth and job creation involving UN Environment, the United Nations Conference on Trade and Development (UNCTAD), and the Food and Agriculture Organisation (FAO) with International Trade Centre (ITC) agency participation.
Currently, Tapera is the Chief Technical Advisor of the ILO/Sida-funded US$3.2 million project on Promoting Decent Work in Rwanda’s Informal Economy, based in Kigali, Rwanda. Tapera has contributed to various knowledge and experience sharing events, academies and training programs on Market Systems Development, including as co-author of the ILO Value Chain Development Guide for Decent Work, among other publications on a broad range of technical subject areas and policy advice, and is an Executive Member of McKinsey Global Institute Research. Tapera is a Doctorial researcher with the Swiss Management Centre and holds a Masters in Business Leadership (University of South Africa) and a Bachelor of Mathematics and Chemistry (University of Zimbabwe).
