The ISFL Indonesia Program will pilot a jurisdictional landscape approach in Jambi Province. With $15 million in ISFL funding, the program will seek to improve landscape management and reduce emissions from the forest and land use sector, while promoting alternative livelihoods that help take the pressure off the province’s primary forests and peatlands. Indonesia will prepare an emission reductions program for Jambi province which will enable the program to access results-based financing for emission reductions.
Preparation activities for the ISFL Indonesia Program will focus on effective implementation of existing policies to protect primary forests and reduce fires, identifying key drivers of emissions, notably in the agricultural sector; and capacity building and stakeholder engagement, especially at the provincial level. These preparation activities will include the development of a safeguards framework and safeguards instruments, design and consultations for benefit sharing arrangements, land and resource tenure assessment, and stakeholder consultations.
Implementation activities will include strengthening policies and institutions that are needed to create an enabling environment for future results-based emission reductions payments. Jambi’s historical emissions are closely linked to the development of commodity production and plantation development. The program will seek to engage more effectively with the private sector (both companies and smallholders) to enhance productivity and develop financially-viable, low-carbon land use practices. The program will also support community-driven development to promote alternative livelihoods that reduce encroachment into Jambi’s remaining forest estate.
The ISFL Indonesia Program will benefit from the Government of Indonesia’s longstanding commitment to reduce emissions from deforestation and forest degradation (REDD+). The program will also complement and benefit from several other World Bank initiatives in Indonesia that have already committed more than $77 million to finance landscape-level shifts towards forest and climate-smart land use.
The Government of Indonesia, in close coordination with the World Bank, has been focused on advancing cross-cutting institutional arrangements, including with the Department of Agriculture, for the implementation of the ISFL Indonesia Program both at the national and provincial level.
