In 2016, Burkina Faso adopted a new economic and social development policy (the PNDES) based on a political will to ensure an effective transition of the national economy towards a green and inclusive economy. The PNDES is a five years planning coming to end in 2020. And at the same time, a huge shock caused by Covid-19 affected the performance of the economy; but the response also presents an opportunity as a new PNDES will be elaborate to steer the economy onto a more resilient, secure and sustainable path. In 2020, the implementation of the National Economic and Social Development Plan (PNDES) has been the subject of an independent evaluation. The assessment reveals that the climate change related issues were not very considered. As part of the largest challenge that most of the vulnerable people were facing in Burkina Faso, the climate change issues should be at the heartbeat of the new program. The Ministry of Environment, Green Economy and Climate Change (MEEVCC) would like to avoid this same situation in the new cycle by conducting a Green Growth Strategic assessment of the new PNDES (2021-2025).
So, this project will through the Green Growth Strategic assessment review the 4 new axes of the PNDES 2021-2025: institutional reform and modernization of the public administration: This focus area aims increasing the efficiency and effectiveness of interventions by the state and its partners so as to foster new economic and social dynamics. human capital development: This aims to respond to human capital challenges by rapidly improving the quantity and the quality of human capital and ensuring the possibilities and conditions for employing and using that capital are place. Boost sectors with strong economic and employment potential: This aims to have a positive influence on the structural dynamics of the economy through sectors with strong and sustainable potential to push economic and social development, and Resilience, peace, security and development: This aims to focus the rebuilding and promoting human rights in the regions as well as guaranteeing peace, security, justice.
Objective
The project aims to ensure the integration of Green components for a clean and sustainable economic recovery. A review will determine, at the very beginning of a process, the environmental issues that strategic decisions are likely to generate and to assess the alternative solutions that would make it possible to achieve the desired objectives while minimizing the environmental effects.
Outcome:
The mainstreaming of green growth and low emission development component into the new PNDES to create the enabling policy and regulatory environment for green growth implementation.
Impact:
The transition to green growth is underway in Burkina Faso.
