Since 2019, GGGI in Colombia has been partnering with the United Kingdom led initiative UK PACT (Partnering for Accelerated Climate Transitions), a £60m flagship programme under the International Climate Finance (ICF) portfolio. The first UK PACT supported project in Colombia completed in 2020 was titled Scaling up Green Growth Policy Implementation and Investments via Capacity Building, achieving excellent home runs such as the Green Growth Training Modules, a free and virtual green growth course for Colombian government officials and the wider public, the National Bioeconomy Strategy, and the design, structuring of 4 renewable energy projects, mobilizing a cumulative investment commitment of USD 78.1 million.
To build upon the renewable energy work, GGGI is now scaling up this partnership with the UK PACT with a project that delivers demand-driven technical assistance to the Ministry of Mines and Energy (MME), the Institute for Planning and Promotion of Energy Solutions for Non-Interconnected Areas (IPSE) and selected private-sector developers to advance Colombia´s energy transition and provide sustainable and affordable energy solutions to 100,000 vulnerable rural households by 2022 as committed in Colombia’s National Development Plan.
Outcomes
- Sub-national entities design, structure and submit high-quality renewable energy rural electrification project proposals to public funds and programs.
- Sustainable Rural Energization Plan(s) (PERS) for priority regions to plan and facilitate productive use of energy by rural communities developed.
- Public rural electrification projects designed, structured and submitted for funding to Ministry of Energy’s Royalties System Program (SGR).
- Replicate and scale up the results of UKPACT phase I, by delivering technical assistance to selected private sector developers to develop commercial off-grid electrification business models and bring selected projects to bankability and financial close with the objective of reducing rural electrification dependency on public funding.
Impact
Demand-driven technical assistance to the Ministry of Mines and Energy (MME), the Institute for Planning and Promotion of Energy Solutions for Non-Interconnected Areas (IPSE) and selected private-sector developers to advance Colombia’s energy transition and provide sustainable and affordable energy solutions to vulnerable rural communities and households will reduce GHG emissions and increase access to sustainable energy.
