Developed under the leadership of Jordan’s NDA, the Ministry of Environment, this Readiness Proposal is designed to build upon and add value to the July 2017 Readiness Program being implemented by UNEP, and the April 2018 Readiness Program being implemented by GGGI. It includes interlinked activities aimed at three key readiness objectives:
- Capacity Building: enhance stakeholders’ capacity to fulfill their roles and responsibilities towards the GCF and ability to achieve their objectives by creating Standard Operating Procedures (SOPs), providing training on them, and increasing coordination among the stakeholders; ensure that Jordan has at least one DAE to the GCF (currently 1 public sector entity is in Phase 2 and 1 private sector entity will begin Stage 1).
- Strategic Frameworks: to conduct a more comprehensive national climate readiness needs assessment with a focus on public financing options, that includes all stakeholders, maps existing national and international climate finance flows, and supports the development of a national policy that will govern climate financing of its mitigation and adaptation goals for the next five years. Public–private sector dialogue will be a critical input to both the national needs assessment and policy development.
- Pipeline Development: to increase the proportion of bankable proposals submitted by Jordan for climate finance. Also,by including the private sector inthe climate project design training under pipeline development, and dialogue for strategic frameworks, will support the objective of knowledge sharing and learning.
The outcomes for the proposal are:
- Country NDAs or focal points and the network/ systems that enable them to fulfil their roles, responsibilities and policy requirements are operational and effective.
- DAEs have established capacity to meet and maintain the GCF’s accreditation standards; and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF–funded activities.
- GCF recipient countries have developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low–emission investment.
- An increase in the number of quality project concept notes developed and submitted.
- An increase in the proportion of PPF requests and funding proposals approved as a result of Readiness and Preparatory Support.
