The Government has undertaken the climate change adaptation planning process through three-stages. This involves preparing sector vulnerability profiles for key sectors which outline the status of the sectors and the main potential climate change risks facing Sri Lanka; adopting a participatory process for the above through working groups comprising a range of stakeholders as well as individual consultations with key people to refine content of the sector vulnerability profiles and to identify and prioritize areas for future investment; and synthesizing these sector-based analyses into one cohesive national adaptation strategy. The proposed project aims to build resilience of the most vulnerable sectors and communities in Sri Lanka to adverse effects of climate change by strengthening the country’s capacity and system to implement NAP.
The proposed project aims to build resilience of the most vulnerable sectors and communities in Sri Lanka to adverse effects of climate change by strengthening the country’s capacity and system to implement NAP. To achieve this, the proposed project will:
- Update and analyze climate change impacts and associated vulnerabilities to strengthen climate rationale for adaptation actions.
- Develop a Gender and Social Action Plan (GSAP) for mainstreaming of gender into NAP process and capacity building.
- Develop systems for gathering, organizing and updating relevant data and information on adaptation.
- Conduct technical capacity building for NDA and other relevant government agencies to update, analyze and utilize climate change adaptation information.
- Develop prioritization methodology for adaptation actions and projects.
- Identify adaptation solutions for addressing prioritized barriers to addressing climate vulnerabilities identified and prioritize actions.
- Raise awareness and share e.g. gender transformative information at community level.
- Engage stakeholders in prioritizing adaptation actions, with gender and social inclusion considerations.
- Prepare adaptation strategies for all sectors and Provinces.
- Strengthen the implementation mechanism of NAP.
- Conduct stakeholder engagement for updating NAP.
- Develop a mechanism for regularly reviewing and updating adaptation plan.
- Prepare concept notes for prioritized adaptation projects for each Province and enhance their capacity on adaptation project development.
- Develop financing strategy for the prioritized adaptation actions.
