Vietnam currently discharges 27.8 million tons of municipal solid waste per year, with an annual growth rate of 12%. Of which, big cities such as Hanoi or Ho Chi Minh discharge approximately 6,000 – 8,000 tons per day. Currently, the main waste treatment method in Vietnam is landfill dumping that is not hygienic. There is only 1 Waste to Energy (WTE) project in operation.
With GGGI Viet Nam’s technical assistance, EU Delegation supports Government of Viet Nam to scale up Municipal Solid Waste to Energy (MSWTE) investments in Viet Nam, increasing access to sustainable services (Strategic Outcome 3.3).
The project builds upon GGGI’s financial structuring of an MSWTE project in Viet Nam (Project VN3). Moreover, in 2021, GGGI will develop policy analysis based on this project, funded by core, to show “market potential” to donors and investors. Under GGGI’s 2021 activities, GGGI develops (1) a regional policy paper on MSW (to be completed by Q2/2021) and (2) scoping analysis on potential of MSWTE in Vietnam (to be completed by Q2/2021). The project also complements a regional project funded by the ASEAN Korean Trust Fund (ROA05).
The Project aims to
- Address policy barriers to MSWTE investment (FITs, tipping fees for the right technologies, master-planning guidelines for MSWTE projects), in partnership with MOIT/MOC and MONRE;
- Build an MSWTE investment pipeline through (a) developing provincial MSWTE master plans (which will identify potential projects in coordination with provincial investment departments and developers themselves); and (b) preparation of FS for specific projects identified in provincial MSWTE master plans; and
- Mobilize MSWTE investment commitments, through the establishment of a MSWTE Finance Facility.
