The objective of the Water Management Improvement Project (WMIP) for Bangladesh is to improve national water resources management by involving the local communities to play an expanded role in all stages of the participatory scheme cycle management. This restructuring seeks the approval of the Executive Directors to introduce the following changes to the project. The changes for the Project include a revised project development objective (PDO) and reallocation of funds across project components. These changes are to more accurately reflect the shift in project focus toward Flood Damage Rehabilitation (FDR) works that supported emergency repairs to the Bangladesh Water Development Board (BWDB) schemes damaged by the 2007 floods and the 2009 Cyclone Aila. The WMIP is currently a problem project. Overall implementation of the project has been significantly delayed in the almost four years following the World Bank Board approval in September 2007. Progress with the three original components (excluding the FDR works) has been minimal. Poor and slow implementation performance is due to a number of major factors. Mobilization of various support consultancies under the project was substantially delayed.
