Access to climate and biodiversity finance is shaped by the broader development finance landscape and persistent structural constraints. While critical for developing countries, it remains embedded within wider development finance flows. 

The report combines descriptive statistics, econometric analysis, and six country case studies Armenia, Gabon, Madagascar, Senegal, Saint Lucia and Togo to assess access to international environmental finance. 

It identifies key bottlenecks and highlights good practices that could be scaled up to improve access to finance.
