Baselining for a Circular Toronto

To build a shared understanding of how to accelerate Toronto’s transition to a circular economy, this report establishes a baseline circularity analysis aimed at providing a clear starting point for action. It assesses Toronto’s current state of circularity in a landscape analysis, simultaneously identifying the programmes and policies necessary for a sustainable transition. 

The analysis also models Toronto’s material consumption and disposal in three key sectors ­– waste management, construction and food system. As a result, it is able to pivot stakeholders and partners to specific focus areas, encouraging high-level next steps for the city’s circular transition. Both socio-economic and legislative perspectives are incorporated, making the information accessible to a range of businesses and stakeholders that may face challenges in achieving their climate goals.
