The Climate Action Monitor is the flagship publication of the OECD International Programme for Action on Climate (IPAC), tracking climate action and progress towards net-zero across 52 OECD members and partner countries.
The 2025 edition finds that countries’ 2030 Nationally Determined Contributions (NDCs) remain insufficient to meet the goals of the Paris Agreement.
As climate risks intensify, closing this gap will require more ambitious 2035 NDCs and a sharp acceleration of national climate action, which has slowed markedly since 2021.
