The world is witnessing a disturbing acceleration in the number, speed and scale of broken climate records. Not only was September 2023 the hottest month ever, it also exceeded the previous record by an unprecedented 0.5°C, with global average temperatures at 1.8°C above pre-industrial levels.  

The Emissions Gap Report 2023: Broken Record – Temperatures hit new highs, yet world fails to cut emissions (again) finds that the world is heading for a temperature rise far above the Paris Agreement goals unless countries deliver more than they have promised.

The report provides an annual, independent science-based assessment of the gap between the pledged greenhouse gas (GHG) emissions reductions and the reductions required to align with the long-term temperature goal of the Paris Agreement, as well as opportunities to bridge this gap. It also highlights the necessity of unprecedented action by all countries and explores challenges and opportunities associated with energy transitions for low- carbon development futures.
