This document compares the state of energy insecurity in both the People's Republic of China (PRC) and Japan, both countries having a high dependence on primary fossil energy. The report details the need to invest in renewable energy to reduce dependence within the PRC and Japan. Their policies within the renewable energy sector, attitudes to renewable energy development, and preferred renewable energies are discussed. The report exmaines PRC's increased investment in hydroelectric, solar, and wind power, and Japan's policy of lowering dependency on nuclear power and expanding the use of carbon-free renewable energy.

The report concludes with recommendations for the development of renewable energy in the PRC and Japan; further progress in renewable energy depends on the PRC and Japan engaging with renewables as a priority, increasing governmental subsidies and continuing encouragement policy, strengthening public−private partnerships, searching for a global market for renewable energy, taking renewable energy as an opportunity to reform and upgrade industries, and conducting cooperation between the two countries.
