
Over the past two decades, Laos has grown rapidly through hydropower and mining, but climate risks and shocks like COVID‑19 highlight the need for a more resilient, sustainable economy. With a goal of net-zero emissions by 2050, Laos is now mapping out its energy sector transformation.
Two scenarios define the path ahead. The Baseline Scenario keeps current energy practices, leading to persistently high emissions. In contrast, the Net Zero Scenario envisions a shift to renewables, electrified transport, cleaner industrial fuels, and technologies like carbon capture and direct air capture.
This roadmap shows how renewables, efficiency, electrification and guided investment can deliver net‑zero emissions in Laos by 2050.
