Global Monitoring Plan on POPs: Sustainability analysis

This report evaluates the long-term sustainability of the Global Monitoring Plan (GMP) under Article 16 of the Stockholm Convention, which supports the collection of globally comparable data to assess progress in reducing persistent organic pollutants (POPs). 

Drawing on experiences from East Asia and Brazil, it examines national and regional capacities, highlighting the critical roles of trained personnel, accredited laboratories, institutional continuity and policy engagement.

To ensure long-term impact, the report calls for integrating GMP activities into the National Implementation Plan (NIP) cycle. Key recommendations include aligning reporting intervals, incorporating gender- and age-disaggregated data, and explicitly embedding GMP components in GEF-funded NIP proposals.
