Identifying and Assessing Subsidies and other Incentives Harmful to Biodiversity: A comparative review of existing national-level assessments and insights for good practice

Although biodiversity has been at the forefront of many multilateral environmental agreements and negotiation processes, many countries still have not undertaken the step of identifying the incentives in place that are actually harmful for the preservation of biodiversity. 

This OECD working paper initiates the process by contributing a comparative review of existing national-level assessments and insights for good practice. In light of the recent agreements at CBD COP15, this review can provide needed observations to help foster the biodiversity agenda. 

The paper starts with a literature review on subsidies harmful to biodiversity, followed by a detailed review and comparison of the existing national level studies to identify and assess subsidies and other incentives harmful to biodiversity or the environment. It concludes with guidance and good practice insights to identify and assess harmful subsidies and incentives for biodiversity, at national level.
