This technical note introduces the Green Economy Model (GEM), a tool designed to help policymakers better understand the economic, environmental, and social impacts of the transition to a low-carbon economy. Many countries face challenges in raising climate ambition due to limited analytical capacity, uncertainty about transition impacts, financing needs and institutional constraints.

The guide explains how GEM can support decision-makers by modelling the links between climate policies, economic development, and social outcomes. By strengthening technical capacity and improving policy analysis, the model helps governments assess the consequences of both climate action and inaction.
