This paper makes the case for integrated ocean management (IOM), which combines value creation and the safeguarding of ecosystem health. By drawing on previous successes and failures, the paper identifies existing impediments in policy and practice and lays out a set of steps and guiding principles toward successful integrated ocean management. It assesses current opportunities to accelerate progress and the impact of these opportunities on jobs and equity, focusing on six main aspects of successful IOM:
  • Harness science and knowledge
  • Establish partnerships between public and private sectors
  • Strengthen stakeholder engagement
  • Improve capacity building
  • Implement regulatory frameworks
  • Develop adaptive management systems
