Integrating Sustainable Consumption and Production (SCP) and Climate Change Policy

This paper assesses how sustainable consumption and production (SCP) is integrated into Bhutan’s current Nationally Determined Contribution (NDC) and linked to the 13th Five Year Plan, with a view to identifying opportunities for integration in NDC 3.0.

The review finds strong SCP linkages in agriculture, industry, energy and waste management, while priorities such as education, training, water management and tourism are not yet reflected in the NDC.

Key NDC sectors like forest conservation, human settlement and surface transport show limited SCP alignment, though forest management and settlements could be further developed as areas of integration.
