Critical minerals are central to the clean energy transition, industrial competitiveness, and economic resilience. While demand is rising rapidly, investment and production capacity remain uneven. 

This report proposes a de-risking framework of policy interventions to improve the bankability of critical mineral projects and unlock greater private investment. 

It argues that the key challenge is not resource availability or capital, but creating the risk allocation, revenue certainty, and delivery confidence needed to attract mainstream finance.
