This study maps financing and technical assistance facilities supporting near-zero emissions and resilient buildings (NZERB) investment. It aims to identify institutional gaps and recommend more effective approaches.
Based on a survey of institutions and facilities supporting NZERB investment, the analysis finds a fragmented and largely reactive financing landscape. With few dedicated facilities, NZERB projects represent only a small share of major financing portfolios, which generally lack tailored support frameworks.
