Near-Zero Emission and Resilient Buildings: Shared definitions, indicators, frameworks and policy guidance for implementation

This report advances the global transition to near-zero emission and resilient buildings (NZERBs). It provides a practical framework to help governments, cities, and industry align climate and resilience goals across the building sector. 

The report also introduces a common definition of NZERBs and outlines key building blocks covering emissions, energy efficiency, low-carbon energy and resilience. 

It also presents harmonized indicators and metrics aligned with existing standards, alongside policy guidance to support national and local implementation.
