Africa is highly vulnerable to climate-related risks, despite contributing only 4% of global energy-related greenhouse gas emissions. Policymakers need reliable data on key climate indicators to chart low-carbon, climate-resilient development pathways, yet such data remain limited across much of the continent.
This report helps address that gap by assessing African countries’ and cities’ exposure to major climate hazards, including extreme heat, and evaluating countries’ readiness to adapt. It also examines the climate mitigation policy landscape and identifies key policy trends across the continent.
Drawing on novel datasets and robust methodologies developed by the Global Green Growth Institute (GGGI), the Organisation for Economic Co-operation and Development (OECD), the OECD Sahel and West Africa Club (SWAC) and the World Bank, the report covers 28 African countries that together account for around 73% of the continent’s greenhouse gas emissions.
